In this edition, we look "in-depth" into the legal effect of proposed plan rules, following the 2009 amendments to the Resource Management Act 1991.  There have now been some applications to the Environment Court, under the new provisions.  We summarise some of the Court's comments on the application of these changes.

The Environment Court has also issued a new Practice Note, and we outline some developments which impact on planning in light of the Canterbury earthquakes and related legislation.
